Variable or seasonal workloads are the opposite. A system that is busy for three months and idle for nine is expensive to own and cheap to rent.
Connectivity is the constraint people underestimate
A cloud-first design assumes a link that stays up. If your site has one internet connection and no failover, moving your core systems to the cloud converts a connectivity outage into a total business outage.

A business conserving cash prefers the operating model even at a higher total. A business with capital available and a stable requirement often does better owning.
Data residency and obligations
Some organisations have genuine requirements about where data physically sits — contractual, regulatory or client-imposed. Both major providers offer Indian regions, so this is usually satisfiable either way, but it must be established before the architecture rather than after.
The hidden cost of owning
Hardware is the visible cost. The invisible ones are power, cooling, UPS replacement, someone to patch it, and the replacement cycle in three to five years. Businesses comparing a server price against a monthly cloud figure are rarely comparing like with like.
Where most businesses land
A common sensible split: email and collaboration in the cloud, because that is what cloud does best. Line-of-business systems wherever the connectivity and predictability analysis points. Backups in both places, because the whole purpose of a backup is to survive the failure of the primary.
